Suzanne is responsible for reviewing and submitting proposals and negotiating non-federal research agreements in the form of Strategic Partnership Projects (SPPs) and Cooperative Research and Development Agreements (CRADAs) with domestic and foreign sponsors and collaborators such as industry partners, nonprofits, universities, and state agencies. Her duties include entering documentation of proposals and establishing awards in esRA, a Berkeley Lab-wide proposal/contract database.

Previously, she worked on sponsored-research contracts at University of California, San Francisco and at University of California, Davis. As part of her many duties, she processed, drafted, and negotiated research agreements with federal, state, non-profit and private industry sponsors and subcontractors.

Karen processes all requests for User Agreements received from the Advanced Light Source (ALS), The Molecular Foundry (TMF) and the Joint Genome Institute (JGI). The ALS, TMF and JGI are Department of Energy scientific research facilities, operated by Berkeley Lab and available for external use to all interested parties (domestic or foreign academic, non-profit and for-profit entities) to advance scientific or technical knowledge. A User Agreement defines the terms and conditions for the use of these facilities and is the mechanism that allows users to retain ownership of their intellectual property.

Previously, she worked as a proposal specialist in other Lab divisions and prior to joining the Lab, at the University of California, San Francisco.

Betsy reviews and submits proposals and negotiates research agreements with domestic and foreign sponsors and collaborators such as industry partners, nonprofits, universities, and state agencies. She trains and provides guidance to Lab staff on University of California, Department of Energy, and research agreement requirements and policies. Betsy has played a lead role in drafting and negotiating complex master Work for Others agreements (WFOs), master Cooperative Research And Development Agreements (CRADAs), and California Energy Commission model agreement terms.

Previously, she has worked as a civil litigation attorney and as a research attorney for both the San Mateo County and San Francisco County Superior Courts.
